Workshop with the AI Regulation Center
In July 2025, we held a first-of-its-kind AI workshop with the IL Center for AI Regulation, bringing together senior government officials and leading teams from tech companies for a hands-on, practical session designed to close gaps between policy and practice.


The AI Policy Council
The IGF has been appointed by the Ministry of Science to join the government advisory forum on AI, following a selection process from hundreds of applications across diverse disciplines and fields. We are honored to contribute to shaping policy on this critical subject and are working within the forum, focusing specifically on the regulation working group, which is tasked with developing frameworks and recommendations for responsible and effective AI regulation in Israel.


Public Companies Without a Controlling Shareholder
After more than three years of discussions in the Knesset committee, a comprehensive update to the Israeli Companies Law, focused on companies without a controlling shareholder, has been approved by the Knesset’s Constitution, Law, and Justice Committee. The Arrangements Law – Ensuring a Green Track for M&A
As part of the tech chapter in the 2025 Arrangements Law (“HESDERIM”), which aims to ease structural and tax barriers for Israeli tech companies, we successfully secured the inclusion of a “fast track” mechanism for M&A transactions when the share-swap ratio between companies exceeds 1:9. This amendment to the Income Tax Ordinance was approved after intensive discussions in the Knesset with the Ministry of Finance and the Israel Tax Authority.


Shaping the future of tech talent in the age of AI
The Israel Growth Forum continues to play an active role in the work of the Committee for Increasing Human Capital in High-Tech, chaired by Dadi Perlmutter, since the publication of its first report in November 2022. Through its involvement in the committee’s follow-up reports, including the 2024 and 2025 updates, the Forum works to promote policies that align Israel’s human capital development with the evolving needs of the high-tech industry, particularly in light of the im


Tax Incentives (QRTC)
The legislation establishing the Qualified Refundable Tax Credit (QRTC) regime was approved by the Knesset on March 30, 2026, as part of the Economic Arrangements Law. The framework introduces a tax credit mechanism for eligible R&D expenses, aimed at strengthening Israel’s competitiveness in attracting and retaining technology activity, particularly in light of the global minimum tax environment. Amendment to the Companies Regulations
Reliefs for Israeli Public Companies Listed on Stock Exchanges Outside of Israel. The amendment, driven by over three years of active engagement by the IGF with the Ministry of Justice, was passed in April 2024 and introduces significant changes. The IGF actively engaged with government counterparts, including the Ministry of Finance, the Innovation Authority, and the Tax Authority, to help shape the Encouragement of Knowledge-Intensive Industry Bill. As a result of these efforts, the bill was enacted on July 25, 2023, ensuring it meets the needs of the Israeli ecosystem.


Tech companies designated essential during COVID-19
The IGF played a crucial role in promoting the inclusion of tech companies in the government's list of essential workplaces permitted to operate during the COVID-19 pandemic. Recognizing the critical importance of maintaining continuity in the tech sector, the IGF successfully ensured that these companies could remain operational despite widespread lockdowns.
